Technical Cooperation Support for the AFD (French Development Agency) Credit Line Aimed at Supporting the Sustainable Development of Organized Industrial Zones in Turkey
The French Development Agency (AFD) is providing a credit line to a bank in Turkey specifically for Organized Industrial Zones (OIZ) to support environmental management policies in Turkey. This project has been developed to contribute to the reduction of environmental degradation in the country and to promote the sustainable development of OIZs. The main objectives of the project are as follows: To support the Turkish bank in developing eligibility criteria for the credit line and in identifying projects to be financed, To support OIZs in improving their energy and environmental management approaches and in complying with regulations, To raise awareness among businesses on environmental and energy-related issues, To promote French institutional and private expertise in green sectors such as water, waste, air, and energy. To achieve these goals, AFD has provided two technical assistance assignments. The first phase of the project was conducted before the signing of the credit agreement with the Turkish counterpart. The expected outputs of this first technical assistance by AFD are: To support the Turkish bank in evaluating the feasibility of the proposed program, To jointly contribute to the process of creating an investment pipeline within the scope of the pre-feasibility study, To identify technical, geographical, and economic eligibility criteria for the investments that will benefit from this financing. The second technical assistance assignment has been planned after the provision of the credit line and is dependent on the results of the first assignment. This phase of technical assistance aims to support the capacity building of banks, businesses, and OIZ beneficiaries, as well as firms within OIZ partners.
Description of the services provided by your personnel within the scope of the task:
• Review of the legal environmental assessment regarding existing organized industrial zones (OSB) and company regulations, along with the examination of the legislative structure and contract clauses,
• Examination of the 'national' proposals at the union level to which existing projects and industrialists are affiliated, focusing on sustainable development,
• Analysis of the environmental motivations of the OSBs,
• Creation of a methodology form and assessment matrix to rank OSBs and industrial organizations according to their 'environmental behaviors',
• Collection of data related to the environmental and energy performance of each OSB,
• Analysis and classification of the OSBs,
• Preparation of identity forms for OSBs falling within the 1st and 2nd categories,
• Conducting phone calls and field visits to complete the identity forms for 1st and 2nd category OSBs,
• Training bank personnel for OSB classification,
• Providing support in defining feasibility studies and eligibility criteria,
• Providing support in identifying potential impact indicators.
