Evaluation of the Tarsus OIZ WWTP Feasibility Report, Preparation of Project Tender Documents, and Procurement of Tender Consultancy Services
The feasibility study for the Tarsus Organized Industrial Zone Wastewater Treatment Plant (WWTP) involves the technical and economic evaluation of the project, the preparation of tender documents that will form the basis of the facility design, and the provision of consultancy services for the execution of the tender process. Within the scope of the project, applicable treatment processes will be analyzed based on the amount and characterization of wastewater that will occur in the organized industrial zone; assessments will be made regarding the required capacity, unit requirements, investment–operating costs, and treatment performance for the treatment facility. In this context, technical specifications for the tender for the establishment of the facility, administrative documents, and draft contracts will be prepared; consultancy services will be provided for the collection, evaluation, and determination of the suitable proposals during the tender process.
Within the scope of this project, the following services will be provided by our personnel:
Examination of the flow rates and pollution loads of wastewater from the OSB participants,
Assessment of wastewater characterization and analysis of suitable treatment technology options,
Determination of treatment plant design parameters,
Evaluation of sludge management, pre-treatment requirements, and process components,
Calculation of investment and operational costs,
Evaluation of cost-sharing models and financial feasibility,
Creation of a general implementation program for the establishment of the treatment plant.
Preparation of technical specifications suitable for the design-build-operate model,
Documentation of technical requirements related to mechanical, electrical, and construction/static components,
Creation of administrative specifications, contract drafts, and other tender documents,
Integration of the tender file in accordance with regulations and technical standards.
Technical and financial evaluation of the bids received from the firms submitting proposals,
Determination of issues requiring clarification and obtaining additional information from the bidders,
Making all bids comparable,
Support for identifying the most suitable bid in terms of treatment process, equipment specifications, cost, and operability,
Technical follow-up of the tender negotiations and preparation of the final report.
