Improvement Project for Environmental Permit and License Implementation
It covers the consultancy services carried out for the improvement and development of the Environmental Permits and Licenses Regulation (ÇİLY) conducted by the Ministry of Environment and Urbanization (currently known as the Ministry of Environment, Urbanization, and Climate Change). Within the scope of the project; an inventory of facilities operating in the industry and subject to environmental permits will be compiled nationwide, the facilities and activities listed in ÇİLY Annex-1 and Annex-2 will be reviewed based on scientific principles, threshold values and terminologies will be updated, the effectiveness of environmental permit and license documents will be increased, and the information and documents requested in application processes will be simplified.
Within the scope of this project, the following services have been provided by our personnel:
Conducting industrial inventory studies to identify facilities and activities that fall under the Environmental Permit and License Regulation,
Preparing draft facility lists on a provincial basis by coordinating with relevant institutions and organizations across Turkey (TUIK, Ministry of Industry and Technology, Chambers of Industry and Commerce, etc.),
Verifying and clarifying facility inventories through regional meetings with Provincial Directorates of Environment and Urbanism,
Scientifically assessing the facilities and activities listed in the ÇİLY Annex-1 and Annex-2 in terms of capacity, threshold value, terminology, and exemption criteria,
Conducting compatibility analyses with the Environmental Impact Assessment Regulation, Draft EIA Regulation, and other related environmental legislation,
Planning site visits and conducting technical inspections for at least 80 facilities in different sectors and subsectors,
Analyzing the feedback obtained from fieldwork and meetings to create draft annex scope lists,
Preparing and reporting the technical content of meetings held with participation from the Ministry, Provincial Directorates, sector representatives, environmental consultancy firms, environmental management units, and environmental officials,
Conducting analyses aimed at increasing the use of environmental permits and licenses in support, credit, incentives, and public procurement processes, and holding meetings with relevant ministries,
Examining existing practices aimed at simplifying the documents required in environmental permit and license applications and developing solutions to reduce bureaucracy,
Conducting technical evaluations regarding electronic application and document transfer systems,
Preparing the Initial Report, Progress Report, and Final Report for all work packages,
Creating final annex scope lists, guiding documents, and facilitative guides for implementation.
