Preparation of Technical and Financial Preliminary Feasibility Report of MESS Integrated Recovery and Energy Investment
The project scope consists of three main components: • Identification of the Basic Units and Their Components, • Estimation of the Costs of Each Basic Unit, • Implementation of Technical and Financial Analyses. Within the scope of the pre-feasibility study, alternatives for the disposal of hazardous wastes belonging to MESS members without harming the environment have been evaluated in accordance with European Union and national legislation, and the most suitable alternative has been selected. Technical, administrative, and economic analyses of the selected alternative have been conducted, and solution proposals have been presented to investors. Additionally, this study serves as preparation for the feasibility study planned to be carried out in the next phase and includes the conceptual designs of the facilities. The capacity of the Incineration and Energy Recovery Facility has been determined as 60,000 tons/year, while the capacity of the Sanitary Landfill Area has been set at 3,600,000 m³. The results of the pre-feasibility study have also been presented to the officials of the Ministry of Environment and Forestry.

• Calculating the initial investment and operating costs of key units for hazardous wastes such as interim storage, incineration, and final disposal,
• Conducting a detailed financial analysis study
