The Investigation and Development of a National System to be Established for the Collection, Storage, Transportation and Recycling of Packaging Subject to Deposit Application from Consumers, in Accordance with the Public-Private Partnership (PPP) Model.

The project covers the investigation and development of a national deposit return system to be implemented across Turkey within the framework of the Public-Private Partnership (PPP) model, focusing on its technical, financial, and institutional feasibility. The study analyzed the existing packaging waste management structure, regulatory arrangements, producer responsibilities, and municipal applications. The current system in Turkey was compared with European deposit practices; the roles of operators and the public, financial structures, monitoring and inspection mechanisms, and sustainability criteria were evaluated. As a result of the project, a business model and financing scenarios compatible with the PPP model were created; feasibility analyses from legal, administrative, technical, and economic perspectives were completed. Additionally, the feasibility report outlined the operational structure of the system, cost analyses, GIS-based logistics planning efforts, and alternative scenarios.

Within the scope of this project, the following services have been provided by our staff:

·         Examination of the current packaging waste management system in Turkey regarding legislation, institutional structure, and practices,

·         Analysis of the legal framework, authority sharing, and application gaps related to the deposit system,

·         Comparison of deposit practices in Turkey and Europe, evaluation of system indicators and performance criteria,

·         Structuring of a business model suitable for the PPP (Public-Private Partnership) model, preparation of financing scenarios, risk management, and sustainability analyses,

·         Examination of feasibility from technical, economic, and social perspectives,

·         Implementation of Geographic Information Systems (GIS)-based logistics planning,

·         Compliance studies regarding legal regulations, development of stakeholder protocols, and evaluation of government-investor relations,

Preparation of the feasibility report, cost analyses, and creation of alternative scenarios.
