Investigation of the Operability of Wastewater Treatment Plants Built and Operated through Public-Private Partnership via Sample Feasibility Studies (PPP)
This project was conducted to investigate the feasibility and operability of public-private partnership (PPP) models for wastewater treatment plants. Within the scope of the project, current situation data has been collected, analyzed, and financing models applicable in our country have been examined. Examples of the PPP financing model have been evaluated; legal regulations, the institutional structure of municipalities, and implementation processes have been analyzed in detail. Additionally, design criteria have been established considering the characteristics of the project area, different solution alternatives have been created and compared, and a conceptual project design has been prepared for the most suitable alternative. In this direction, financial models suitable for PPP alternatives have been developed, and administrative, legal, and technical tender documents have been prepared along with implementation programs.
Within the scope of this project, our personnel provided services such as the collection and evaluation of existing data, analysis of the technical and administrative capacities of municipalities, the establishment of financial structures related to PPP models, and the comparison of different financing scenarios.
Additionally, within the scope of the project, tasks such as the preparation of the conceptual project design, determination of design criteria, development of technical alternatives, cost analyses, and preparation of feasibility reports were carried out.
Our personnel played an active role in the coordination of administrative, technical, and financial activities throughout the project; they conducted analysis, evaluation, and reporting activities that would demonstrate the feasibility of the PPP model in the wastewater treatment sector.
